Top level organisational reviews and advice on implementation
Organisations need to adapt to survive - as true in the public sector as it is in the private sector. Reorganisations and restructurings are time consuming and can result in a loss of focus on service delivery. Evolution of an organisations structure can often be a much better approach than revolution. We therefore adopt a very realistic and pragmatic stance to top management reviews. Case Studies:
A District Council
David Bowles was appointed to act as Consultant to the Council to advise upon a range of matters as Interim Chief Executive including the 'the restructuring of Officer functions and review of roles therein'. A new structure for the Council was proposed which obtained all party support and was implemented in advance of the new Chief Executive being appointed. A selection process was designed and David Bowles assisted members of the Council throughout the selection process. As part of the review an Action Plan was designed to a)Make the officer core more business like and focussed; b) Strengthen political control; c) Build the capacity of the Council Finally we helped members identify action they needed to take themselves to contribute to the change programme.
Private Sector Company
David Bowles carried out an organisational review of a fast growing private sector organisation and streamlined it from fourteen business units to four and also identified scope for synergy and savings in operating, sales and marketing expenditure. In addition new business performance review procedures and a programme of cultural change was commenced and a sales process review carried out. We were subsequently retained to advise the Company on its future business strategy.
A Unitary Council
The Council faced the treat of formal intervention. Our analysis pointed to fundamental weaknesses in officer leadership and structures. We advised on an initail restructuring and then assisted the Council appoint a new Chief Executive, Director of Resources and Head of HR.
