David Bowles is able to offer a different dimension having also worked in the private sector leading the development of succesful partnership and PFI based relationships. David Bowles has earned a reputation, based upon experience, of innovative working with the private sector and the establishment of 'shared service centres'.   For example David

 

o Facilitated a number of progressive 'project based' partnership groupings within the public sector breaking down years of poor relationships between organisations;

 

o Personally negotiated and implemented the first large local government outsourcing of computer and IT services to the then TelecomCapita which now forms the basis of the Capita Group;

o facilitated the creation of the Rural Action Zone, a unique partnetship to address problems in deep rural areas;  

 

o Led the negotiation of many contacts with the private sector and with MBO's to assist councils concentrate upon their core services;

 

o Negotiated the implementation of the creation of a European Shared Service Centre to centralise the accounting operations in 7 European countries back into the UK for a major plc.

 

Other noteworthy case studies include

 

* PFI Negotiation and Implementation.   Whilst in the private sector not only did David Bowles negotiate one of the first PFI's for IT and related services he put in place the partnership management arrangements to move the long term relationship forward.   To this day it remains one of the longest running and most successful PFI deals based upon a good partnership model designed to improve organisational and financial performance.

 

* Public Private Partnerships.  David Bowles put in place one of the largest ever PPP's designed to achieve continuous improvement in a range of support services for a County Council.   At the end of 4 years not only had performance improved but there had been annual savings of £5m.   The scale of this partnership was such that it needed strong and committed leadership at both a political and officer level with a well developed strategy for performance improvement integrated into service and financial planning.   The Partnership was 'commended' in the annual LGC awards in 2002.
