David J Bowles & Associates  have assisted a number of organisations understand how to develop and market services for the public sector.  Unusually David Bowles has a combined public/private sector background having been Business Development Director for CSL (now Liberata), the outsourcing arm of Deloitte's.  This business development experience included winning the first ever PFI for financial services and a number of other significant deals.

David Bowles has also let a number of innovative contracts to the private sector including the first large contract awarded to Capita and at the time the then largest Public Private Partnership to HBS.

David J Bowles & Associates have advised new entrants to local government, such as the performance improvement experts Dr Foster Research and more mature suppliers. In a personal capacity David is a Non Executive Director of the Institute of Public Finance, the trading arm of Cipfa.
